Stroke is very easy. highlight your photo layer, go to edit--stroke. It will then bring up a screen that has a color and pixel count. I usually just guess and go from there! 10-20 is a good pixel count depending on your photo. Instant frame!

Stroke:

in PSE go to Edit - Stroke (outline) Selection
pick white as your color, check the "inside" option and choose pixels. i always forget the pixels i like and end up having to play with it a little.
