1. Open the template in PSE
2. Open your photos into PSE
3. On the template click on the first photo circle you want to use, so the layer is selected.
4. Go to the photo you want to use in your bin at the bottom of the page
click on it and drag it onto the template.
5. Move it over the shape you are using and re-size it using the bounding box corner arrows.
6. Use CTL + G (you can also use layer<create clipping mask) this clips your photo to your shape. You can move the photo around until it looks how you want it to.
7. repeat for all photos.
