I've had this issue a couple of times - it seems to be browser related (I think), since if I switch to a different browser it sometimes works for me. I usually use Firefox and that is the program where I typically see this problem.
You could also try seeing if there is an update for your current browser as well. Other times I've had to upload with an older computer that doesn't seem to be affected by it, probably because I don't use it much which means it doesn't have the latest updates they push all of the time.
