Laura, if you're using Photoshop (and I imagine PSE is similar) you put the picture/paper layer on top of the layer you want it to fit inside. Then Alt + Command + G on a Mac or Alt + Control +G on a PC and it will clip to that shape. Then you can transform and move the image about as necessary.
To transform it's Command (or Control) +T, then hold the Shift key down while you drag a corner of the picture with your mouse or pen to keep the same ratio so your picture doesn't end up squashed or stretched.
