I know this isn't fancy but - I make photo masks all the time. I used to crop my photos before putting them in the layout, but then I started making shapes on a new layer, filling them and clipping the photo to them. Now I could resize the photo mask to my heart's content and not be frustrated with trying to get the photo resized.
So I created a photo layer for both photos and then used the mask on it to create the clip of the photos.
