There are a couple of ways to do it. Try these.

One way is to use the overlay/blend modes. This is the easiest way. First bring the paper you want to use into the template and place it just above the sunburst layer. (So that it's directly on top in the layer list but not masked which is using the CTRL G method.) Then click on the paper and go to your overlay/blend modes. The overlay/blend modes are located in the same area as the layers list but at the top above the little icon of the garbage can. You should see the word "Normal" with a little triangle/arrow next to it. Click on that triangle/arrow and you can try out the different blending modes. The starburst paper works well with a lot of the different modes especially Darken, Screen, Linear Burn. Try out all of them and pick one you like!

Here's another method that is a bit harder. First select the sunburst layer. Then using your magic wand selection tool, click on any part of the black part of the sunburst paper. Now all of the black should be selected. Next choose "New Layer via cut". This will separate your black and white part of the sunburst and allow you to clip a paper to each of the parts of the sunburst. Take the paper you choose to be the black portion of the sunburst and put it on top of that black portion in the layers list. Then hit CTRL G or ALT CTRL G to clip them together. Do the same thing with the white part of the sunburst paper.
