I opened a new file -- 12x12
I then opened an existing template I had that had a square in it and pulled it over to my blank file. Then I just resized that square to a smaller size and then duplicate layered it over and over to get the 7x7 squares.
Once I had them all layed out the way I wanted, save the file so you have as a blank template. Then add your pictures and keep going.
